THE OPENING
What is settled, and what is not.
In the Kingdom the legal question comes before the financial one: whether a foreign buyer can hold title at all, and where. The rules are now on the record. Three widely quoted figures are not.
IN FORCE
January 2026
Foreign ownership of property came into force. Before this, the question was not what a foreign buyer should pay. It was whether they could hold title at all.
~170 ZONES
Designated, not nationwide
Ownership applies inside designated zones. A property outside them is not an opportunity with worse terms, it is not available. The zone list is the first thing to check, before price.
RESTRICTED
Makkah and Madinah
Non-Muslim foreign ownership does not extend to the two holy cities. Pages that list them among the open markets are wrong on the law, not merely optimistic.
REGISTRY
saudiproperties.rega.gov.sa
Eligibility for a specific property is determined on the official portal, and nowhere else.
Demand context, for scale: nearly 600 multinationals had relocated a regional headquarters to the Kingdom as of February 2025 (Saudi Press Agency). That is a housing-demand signal, not a return.
BEFORE AND AFTER
What changed for foreign buyers in January 2026.
Until January 2026 a non-resident foreign buyer could not hold title in the Kingdom. Five questions, as they were answered before that date and as they are answered now.
OPEN, INSIDE DESIGNATED ZONES
- Can a non-resident foreign buyer hold title?
- Yes, inside a designated zone.
- Where does that apply?
- Roughly 170 designated zones. Outside them the answer is still no, and that is not a worse price, it is not available.
- Makkah and Madinah?
- Still closed to non-Muslim foreign ownership. The opening did not extend to the two holy cities.
- What decides whether a specific property qualifies?
- The official Saudi Properties portal, saudiproperties.rega.gov.sa. Not a broker.
- What can an index price here?
- 83 indexed sources, against a market that has been open to foreign capital for about eight months.
Foreign ownership has been in force for roughly eight months. That is the market’s entire foreign-ownership record.
WHAT WE READ HERE
- Sources indexed in Saudi Arabia
- 83
83 sources across the Kingdom, against 101 for the UAE, 353 for the United States and 702 for the UK. The gap is in Saudi Arabia’s published record: REGA publishes no rental yield series.
